Is zacian boosted attack a bug or a feature

It's not in the patch notes, and damage is 2/3 to half a best. Sometimes it's worse, while trying to time the charges it was 22,000 to 29 damage against bots. This is a high drop from the 100k to 140k damage against bots

From what I’ve seen in the last few years, they nerf/adjust newly released Pokémon continuously, in the name of finding balance. I’d say it’s deliberate, since Zacian is still a very heavy hitter.
