Hisuian Lilligant SIT can't attack

only tried one time, so not sure if it's occasional or ubiquitous, but I tried to attack with Hisuian Lilligant SIT 010/195 using the Swelling Scent attack, and was not allowed to select the attack, as if I didn't have the right energy to use the attack. It is a 0 energy attack though. Temple of Sinnoh was in play and I had a basic grass energy attached to the lilligant.
