Attacks that move damage counters are still an attack?

Cresselia's Moonglow reverse cost one energy to use, isn't it an attack? That is the phase it's used

No stadium in play. Ambipom's Primate dexterity says if any damage caused by an attack... it does not flip a coin to block the damage. Bug?

    I do not believe that this was a bug. Cresselia is attacking you, but it is moving damage rather than damaging you directly. Therefore Ambipom's ability does not stop this.

    This is similar to how Manaphy stops damage to benched Pokemon, but does not stop damage counters from being places on benched Pokemon.

    Damage done by an attack is different that damage counters placed or moved in cresselia's case. It's a bit confusing to understand but thats the general ruling (for example the lost zone sableye would also go through because it is placing damage counters) cressilia is still an attack tho
