Kyogre CRZ 036 is still bugged, and should be prioritized to fix
Since CRZ patch, Kyogre's 2nd Attack, Dynamic Wave, has not worked proper. It will put 180 damage visually, but it doesn't actually put the damage on.
Some decks will be using this card soon in meta decks for testing, and should be a priority to fix as soon as possible.
For reference, Lapras FST 054 has a similar action, that one works fine. Please try to use that card as a template to fix Kyogre.

I guess they are talking about chien-pao/Baxcalibur, but we don't get those cards until june.

I came here experiencing the same problem 😔 reported the other player for being a bot cos I didn't think the card itself is bugged. My lovely water deck depends on that card... And imagine other people reporting players thinking it's them
