Talonflame ex counts as a basic for Latias ex ability: bug or feature?

I think the title says it all. I was surprised to find that I could use Latias ex's Skyliner ability to retreat a Talonflame ex put in play via its Excited Dive ability. Does a Stage 2 Pokemon count as basic when it's placed directly onto the bench and not evolved from a Stage 1?

Talonflame ex has 0 retreat cost by default. This would only be a bug if something like chandelure ex was in play.

Latias ex's Skyliner ability only applies to Basic Pokemon… in this case, you're likely using Talonflame ex from Delta Reign... if so it simply has no retreat cost on its own.
