Why are Pokémon’s strength based on what they evolve into?

in Pokémon Square #1

for example, a basic pokemon that evolves into a stage 1 that’s a final evolution, it will be stronger than a Pokemon that evolves into a stage 1 Pokemon that evolves into a stage 2 Pokemon
