If there's one Generation where Team Aqua/Magma would literally have more relevance would be in a region based on Indonesia where Volcanoes/Earthquakes and having lots of water is actually commonplace to where IGN can't go Too much water 7.8/10. Team Aqua would actually open a scab wound given the Tsunami that just happened or the one years ago that is rather infamous.

Yet we all know we won't get an Antagonist organization. Haven't really had one the past two generations and even Gen 7 was not really an antagonist group(Aether perhaps but not Team Skull).

Besides… Maxie did nothing wrong.
