Oricorio bypassing manaphy wave veil

in a match an oppenent used mew v max from the fusion strike set to use their oricorio’s (also from the fusion strike set) attack. Which allows them to move damage counters what ever way they want onto any of my Pokémon. However I had a manaphy with wave veil in play which should have prevented any damage done to my benched Pokémon by an attack which it didn’t.

Oricorio's attack doesn't deal damage; it places damage counters, which is considered an attack effect and is not blocked by Water Veil. This is working as intended.
