Choice Scarf Max Speed Alolan Ninetales got outsped by Focus Sash Garchomp??
Pokemon Champions game goes like this:
Turn 1: Hisuian Samurott vs Garchomp
I switch into Alolan Ninetales, Garchomp uses rock tomb
Turn 2: Alolan Ninetales vs Garchomp
Garchomp uses Iron Head first somehow?? not even a priority move AND speed has to be lower since Alolan Ninetales has choice scarf 161 speed which puts it well over 200. Max speed Garchomp definitely can’t reach that. Anyways, that destroys my Alolan Ninetales.
Turn 3: I throw in mega charizard x for a dragon claw which gets it to 1 hp to take its focus sash
Can someone explain?

Focus Sash doesn't always kick in, I'm pretty sure. Also, Garchomp could have had one?

No, they are saying Garchomp used the Focus Sash to tank the Dragon Claw
Also, Garchomp used two different attacks, which Choice Scarf prevents you from doing
Choice Scarf increases a Pokémon's Speed but makes it to where you can only use this first attack you use that game
