I typically mean you don’t know the law, it’s that it’s technically illegal for minors to gamble In the US. But only gambling over money, gambling like opening packs isn’t illegal.

But opening packs costs money

It’s not technically gambling, as the cards aren’t meant to have value. But then, in mainland China, they can’t print Pokèmon packs, because they would have to put pull rates on the boxes.
