I recently played a game where Battle Cage did not prevent Toxtricity's ability from placing damage counters.

    Not a bug... it's working as expected... it only prevents damage counters from being placed on benched Pokemon (both yours and your opponent) by effects of attacks and abilities from the opponent Pokemon...

    So it doesn't stop you from placing damage counters on your own Pokemon using your own Toxtricity...
