He's helped a lot by the fact that DP has just one other Fire type(Ponyta). Platinum added more options but still that is a big reason as to why he's popular(Fire/Fighting with good stats is a bonus). Turtwig is hurt by Roserade and there's so many solid Water types that Piplup is in a real rough spot in starting with it.

Turtwig line
I really grew to love Turtwig. It feels like an interesting evolution or derivative of the Bulbasaur concept.
I chose Chinchar when I first played Diamond back in the day. I don't hate it or anything, but the evolutions felt like they were missing flare. (Ironic for fire types). They're fine, I don't hate them or anything. I just feel they needed something a little more than BIGGER MONKE to really win me over.
Piplup is similar. I like it and I can see why it is so popular. It just feels a bit plain to me.
