    I know it's a trick question, but lore or not, Pokémon would not exist if Rhydon wasn't the first to be made.

    Arceus is not a Pokémon but a Pokémon-ified form of the true Arceus, and the same goes for all the other world-creating ones. Mew was the first being that came to live on earth, and was highly susceptible to change, evolving to better survive in whatever environment it's in, and Rhydon was the first thing some of them evolved into. Bulbasaur was the first Pokémon registered into the Pokédex because being right next to Prof. Oak made it the first one he thought of programming the info of into it. (This isn't canon, just what I believe)

    Rhydon was the first Pokémon designed, Mew was the first Pokémon copyrighted and in the lore was the first Pokémon, Bulbasaur is the first in the Pokédex, and Arceus is presumed to be some aspect of the creator god of the universe and may potentially be the actual first Pokémon.

    I think Rhydon makes the most sense to hold the title, since it was the first Pokémon in our world.
