Scoop up net does not reset Regidrago ability

I have played a few games in the past few days when I will use dragons hoard when regidrago is in the active spot. I will scoop up net Regidrago, and then put him back in play. I proceed to Either escape rope or scoop up a different Pokémon (who went to active after regidrago left the playing field) and put Regidrago back in to the active. I have 3 or less cards in hand and I attempt to dragons hoard again and I am unable to perform again. This is an error and needs to be fixed.

    It's not an error. Read the last sentence of the ability. You can only use one Dragon's Hoard per turn, no matter what. Even if you had a different Regidrago, you can't use it again.
