Elesa's Sparkle Possible Bug/Issue

It appears that PTCGLive allows the player to play Elesa's Sparkle even when all 4 Fusion Strike Energy are already in play/in the discard pile. This does not align with the official ruling for the card in which you cannot play the card if it is public knowledge that there aren't targets to select from the deck.
