Bug?: Memory Capsule Before Evolution

I played Memory Capsule on Shadow Calyrex V , then the turn after i evolved Calyrex to vmax, but could not use The V attacks.

If I play memory capsule after evolution, it works just fine.

i don't see any text on the memory capsule saying it has to be played after the evolution occurs.

just that when attached the pokemon can use its prior evolution attacks.

I assume that the check is just happening when the memory capsule is attached and not on each turn to see if it is attached and should populate the available attack list.
