Because it's the most popular, franchise face, most people would choose it, specially random people that know not much about Pokemon, etc...

lol I thought about that, and I honestly believe Pokemon wouldn't be this successful at all... I mean what could they want more then what they archived...

There could be differences in how the game would have ended if Clefairy was the main character but it would have been a less popular game. It seems like all the ideas they had back when are being recycled into new games. And more are being added. But we can't let the brainrot get to them if we want more mainline games. And I can't believe I'm saying this but some of my favorite games didn't have fashion choices.
