Seems clearly unfair to certain attacks ?

Live this a quick move why penalize these pokemon in online play?

    Moving 40 damage counters in 15 seconds ,the time allowed 2 move damage counters. i think they've adjusted the counter amounts , ive been getting more 40 pt ones now less 10s
