Team Rocket Proton bug lets people play it past first turn
team rocket proton lets players play it on there turns after first when the card states you can only play it on your first turn if you are first to play
this makes it irratating because they can charge up a team rockets mewtwo very easily

Team rocket's Proton card verbiage states "if you go first, you may use this card during your first turn".
When a game starts, the first player never gets to use a supporter card. If you were going first, you can use team rocket's proton as an exception. But the card doesn't actually say anywhere that you can ONLY use it on the first turn. That is what this card is doing, hope this is helpful.

Not a bug... what @CandycornMayhem said is absolutely correct. Here is the full card text:
"If you go first, you may use this card during your first turn.
Search your deck for up to 3 Basic Team Rocket’s Pokémon, reveal them, and put them into your hand. Then, shuffle your deck."
