If you mean the posts mods and admins make, you can't. If you mean a regular post where you announce something, make the title of the announcement the topic of the announcement and announce the announcement you wanted to announce in the post's body (make the title the topic and talk about it in the post's body).

I didn't understand what you were talking about at first
I realized it last night and planned on answering today

Also, to explain my joke, you asked how to make an announcement, I said make it flashy
I used the term make like you did but as an action, saying if you make an announcement you need to do it in a flashy manner
