Why leavanny's rarity isn't uncommon?

Is it a bug that the rarity of PTCGL's leavanny (Regulation C) is listed as Rare in Japanese Pokémon cards, when it should be Uncommon?

I'm pretty sure all Stage 2 cards are Rare

Because that's how the physical cards are? Nothing stops them from changing the rarity of a card when translating.
