In terms of Trainers or pokemon? Also, dose it matter if its legal? That's kinda vague. I honestly think the strongest card has to be Psychics third eye. The card is broken.

Its Terapogas and freinds but its no legal and its oversized 90hp (make it 190 f you put a heros cape or 140 for the thing that adds 50hp to a basic) and it does 100x damage for each pokemon on your bench!!! and its not a EX or anything so Its 1 prize card!

Do you mean to say that psychics third eye is legal? Since when? I thought only cards with g, h, and i on them were legal. That card is from 2016. That doesn't make since. Am I missing something, or is there a format were it is allowed. I know there's standard and expanded... but that doesn't sound like it would be right ethier. Does the offical page of pokemon really say that? Or do I misunderstand?
