"Jolteon EX" vs "Flame Patch" ruling

Hello,

I recently played a ranked match and encountered a potential bug or ruling issue regarding the interaction between Jolteon EX and Flame Patch.
My understanding is that Jolteon EX deals 20 damage to an opponent's Pokémon whenever an Energy is attached to it.

In my recent match:

  1. My opponent manually attached an Energy (turn attachment) to their Mega Blaziken EX, and Jolteon EX correctly dealt 20 damage.
  2. They then used Flame Patch to attach a second Energy from the discard pile to the same Pokémon.
  3. However, Jolteon EX did not trigger a second time. It only dealt 20 damage total, rather than the expected 40.

Could you please clarify this ruling? I don't understand why the second attachment via Flame Patch failed to trigger the effect.

    Jolteon ex's Ability says "As long as this Pokémon is in the Active Spot, whenever your opponent attaches an Energy from their Energy Zone to 1 of their Pokémon, do 20 damage to that Pokémon."

    • When your opponent manually attached an Energy from his/her Energy Zone to Mega Blaziken ex, your Jolteon ex (in the Active Spot) does 20 damage to Blaziken because of Jolteon's Ability.
    • However, when your opponent used Flame Patch, he/she attached another Energy from his/her discard pile (not his/her Energy Zone) to Blaziken, so it was not affected by Jolteon's Ability.
