Why on earth would you make Miraidon and Koraidon event limited to some countries?
I've paid for several pokemon games and i'm just amazed by the little care the pokemon company has for its paying customers, making the title legendaries available only for the shops that pays for the event to get potential customers into their shops.
The box legendaries should have been a mystery gift event. Not some "limited to this specific shop" in a few select countries(its just not happening in scandinavia as we no longer have gamestop).
My kid is sad that he won't be able to get this while seeing them online all over the place. Another thing bad about this is all the scalpers, that do whatever they can to get their hands on extra codes so they can sell them online. You'd think the pokemon company had enough experience to prevent stuff like this.

It's a bit confusing to me as well.
It seems the launch in close proximity to TCG launch was deliberate, and meant to some how play into TCG scarcity.
I remember in the 3DS era, a guy at the local Gamestop gave me 20 something Zeraora event codes because "no one every comes to get these things". I redeemed two (one for each valid game I owned), gave a couple away to friends, and then most of the rest just expired because I couldn't find anyone, even online, that wanted to take them.
Today, that same store basically laughed at me for calling and asking if they had any miraidon/koraidon codes.
It seems it was meant to be scarce, but I think they still probably missed the mark by a long shot to make a distribution that could be viewed in a positive light.
Really no reason they couldn't do a limited time online mystery gift, or use that "Pokemon Pass" app that has just been left to waste away, or Pokemon Home… etc
Lots of other options.. it'll be difficult to justify not doing another attempt at this event with a more sensible distribution method.1
