Who's The Worst Villain?

Who's the evilest of the evil Pokémon villain? We've got;
Giovanni: The man that's been eviling around since day one. He st3als and abus3s Pokémon for his personal gain, which is money and strength.
Archie: The leader of Team Aqua, he tried to flood the world. Really dumb move, considering he would have nowhere to live and eventually he'd run out of oxygen in his submarine and swim suites.
Maxie: Leader of Team Magma, tried to rid the world of everything but the ground. Another dumb decision, because we need need water to live considering it's what we drink and we need it to grow plants, which keep us and the Pokémon (which I'm pretty sure these people eat, as well) alive.
Cyrus: Tried to create a perfect world. Doesn't seem too bad until you think about the fact he had to k1dnap and f0rce Palkia/Dialga to create it and held the Lake Spirits in terrible conditions and, if he would have succeeded, would have destroyed this world (that's how I understood his plan. He was going to destroy the imperfect after making the perfect).
N: I don't actually consider him a villain, but he was still technically one. Grew up being manipulated by a man that only took him in for selfish reasons. N was convinced that what they were doing was a good thing, freeing Pokémon and helping them live with humans in true equality. He was willing to do anything to fulfill this cause.
Ghetis: The real villain of Black and White, the man that found and manipulated N. He also manipulated a mass population, convincing them he was doing a good thing. Obviously lies, because he was actually stealing and mind controlling Pokémon with technology. He also cared nothing for N, ready to leave him as soon as N did what he needed.
Lysander: Attempted mass g3nocide. He felt humanity's greed would end the world's limited resources. He wanted to get rid of the world's biggest problem; people. The world was perfect, and humans ruined it.
(I'm approaching Sun and Moon, which I don't know the video game story that well. I'm using Google. Sorry for any inaccuracy)
Guzma: He's pretty much the idol for the misfits, giving them a place to belong. He was not given the role as Trial Captain, and was manipulated by Lusamine, who gave him the attention he desired.
Lusamine: The main villain of Sun and Moon. Her husband was taken into an Ultra Wormhole, causing her to become obsessed with them. Nihilego corrupted her somewhere along the way and amplified her selfish desires.
Team Yell: Not really villains. They're a group of superfans that want to stop people from beating the girl from their town. They have another reason, though. If she becomes champion, it would be very beneficial to their town, which is down in the dumps and needs funds for remodels. Honestly, they're just annoying.
Rose: The chairman of Galar and the villain, he has predicted a problem that's like one million years into the future and thinks the only solution is awaking a beast that will destroy Galar… Real smart, bro.
So, Paldea really didn't have villains, but I'll still put something!
Team Star: I know I'm putting a full group here, but I can't really single out a person because Penny, the leader, quit a while back. However, the group really isn't villainous. They are a group of bullied that stood up for themselves and others, but the story got twisted over time. Also, I'm pretty susurether are some bullies in there because the two members that were pressuring Penny to join was pretty aggr3ss1ve.
Robo Prof: So at the end of the game we find out the Professor is d3@d and a robot has replaced them. It then att@cked us because we tried to shut down the thing it was programed to protect, which it was forced by programming to defend at all costs. Although it did play dirty and locked the PokeBalls. That's pretty evil, in my opinion.
Kierran: He's a snobby, disrespectful, arrogant, bratty child that really thinks he's ever gonna be better than me even though we all know he never will! I h@te that kid! I don't mind him when he's the nice boy that loves Ogrepon and just be my friend, but when he's going through power ark, I want to sm@ck him to Pluto!
If I forgot any villains feel free to add them.
So here's the ones I know. Who's the worst of worst?

Until Sonia comes out as a villain (I can't prove it, but I know it's true!), I say Giovanni and Ghetis.
While yes others have attempted things that put them top of of the charts awful, they didn't succeed. These two did, and with many horrible deeds.
Giovanni has been stealing, abusing, and selling Pokémon for years. He held the entire Silpho Co hostage until they gave him what he wanted. He created then manipulated Mewtwo and tried to control it against its will. He also treats his workers awfully and almost k1lled a kid (Ash).
Ghetis had lied, manipulated, and stolen from many people in his times. He raised N only so he could control the kid's wants and what he thought was right and wrong. He also lied to mass populations telling them he was doing a good thing and freeing Pokemon while he was really stealing and controlling them with his 3v1l technology.
While there are others that can compete with their deeds, they actually succeeded and were horrible.

At first I thought you meant worst written villain, and the answer is obviously Rose. He was simply the only character available in a position to pick up the unattended villain ball for five minutes in a story that didn't need one.
Team Yell are little more than a nuisance. Team Star aren't even villains. There is a difference between a villain and an antagonist.
The most evil villain is easily Cyrus. He wasn't trying to take over the world. He wasn't trying to destroy the world. He was trying to destroy all of existence. Not just all life on Earth, but all life in the entirety of existence. Humans, Pokémon, any aliens that may exist... everything.
The only villain who even comes close is Lysandre. In addition to being French, he also wanted to wipe out a sizable portion of all life on Earth. Two reprehensible crimes.
Maxie and Archie's plans might have had similar consequences, but I am not sure whether they truly recognised or intended the harm their plans would cause.
The rest of the villains in the franchise pale in comparison. Team Rocket are small potatoes.

Why do you think Sonia is a villain? I’m genuinely curious as someone who suspects literally every single character constantly. (Looking at you, Anne and Briar!)

Lysandre charges a 5 million Poké fee to join team Flare, so not only was he going to "delete" a large portion of the world's population and all the Pokémon, he was only going to save the richer people.
Cyrus did some cruel things to the legendaries and wanted to erase the world but I find erasing the whole world to be less evil than Lysandre's plan, though still one of the most evil Pokémon villains.
Giovanni is a bad person doing very bad things to Pokémon, so he's evil. Ghetsis did what Giovanni did and he also wanted world domination, but he decided to raise and man¡pulate a child in what is essentially a cvlt to do it, so he's awful. He's also implied to have k¡lled N in USUM's Rainbow Rocket version and was trying to k¡ll Lillie as well which makes it even worse.
Lusamine was a horrible parent and a cruel person while she was under the Nihilego toxins. Both of her children ran away, though Gladion did it to get stronger so he can protect what remained of the family while Lillie ran away so she could save Nebby. She repeatedly says they're not her children anymore and insults them. She also has multiple Pokémon frozen in ice which she calls her collection, which is creepy.
The rest aren't really villains, I just see them as antagonists.

I have a post named "Sonia is EVIL!!!" so I was referencing that. Even if someone didn't read it I figured they'd get a k1ck out of randomly seeing that. Also, I 100% agree on Briar! I never trusted her! I still don't but after completing the game, I haven't seen her so I knew I was wrong. I'm glad I'm not the only one! You said when you include the anime there is a clear winner, could you please specify?

I just realized I forgot a villain!
Volo: The man that admired Arceus, respected Arceus, and wanted to partner with Arceus. Tried for so much of his life, and Arceus just ignored him. Instead he found Girantina. Wanting r3venge on his former idol, he started r1pping his world @part. Seeing Volo's Space-Time Distortions, Arceus sent us to stop him, which only 3nr@ged Volo more because he spent years for Arceus' attention and we got it instead because of his deeds.
I don't think Volo ever hurt anyone, but this is definitely 3vil. I don't think it's the worse villain level but still bad.
I've always sympathized with Volo, though, for personal reasons, so that may be clouding my judgement.
