Is it just me or is it easy to forget that a lot of Gen 2 Pokémon are from Gen 2.
Since Gen 2 did a pretty bad job at featuring a lot of their Pokémon and featured more Gen 1 Pokémon I find it very easy to think a good amount of Gen 2 Pokémon aren't from Gen 2. Some examples:
Houndoom and Azumaril are pretty well featured in Gen 3 and almost seem like they came from that region but they are from Gen 2. Houndoom can only be evolved from Houndoor in Gen 2 and found only on Route 7 at night. Azumaril can only be evolved from Maril in Gen 2 and found mid to late game.
Piloswine seems like it is from Gen 4 or Gen 6 but is actually from Gen 2, can only be evolved from Swinlub and foundn mid to late game.
These are some examples and there are more, just to show that Gen 2 didn't really showcase the new Pokémon that well.

Also a lot of these got more love in later gens making Pokemon like azuril and mamoswine.

My favorite Pokémon is Umbreon and I still forget it's from Generation 2 sometimes.

Perhaps this is just an age thing, but I am pretty confident about which game gen 2 Pokémon came from. Maybe for people who weren't around or playing Pokémon back when GSC launched, it might be more forgettable or you remember encountering them first in later games.
If anything I have the opposite problem. Gen 1&2 are firmly set in my mind, but a lot of the less remarkable Pokémon from gen 3 onwards kind of blend together. Even some of the most notable and popular ones can get confusing. I often think Lucario is gen 4.
As for the abundance of gen 1 Pokémon in gen 2, it's important to remember the context in which it was developed. While Game Freak were making Gold and Silver, Red and Blue hadn't yet launched in the west and Pokémania was yet to become a global phenomenon. GS could well have been the last games in the franchise, and I think they were developed with that concept in mind.
They could almost be viewed as an expansion to gen 1 as much as they were sequels. And in an expansion, you make heavy use of existing assets and characters. Not only to save development time and resources, not to mention data on the tiny Game Boy cartridges, but also to feature all the favourites fans are familiar with. And if they were the last in the franchise, gen 2 would have been gen 1's send off.
Of course that didn't happen and Pokémon exploded in popularity the world over. Its success meant Game Freak could invest more time and resources into developing a distinct new region and creating new Pokémon while having some assurance that all that work wouldn't go to waste. The larger GBA cartridges also helped, too. More space for new Pokémon.
