Conceding Culture In Pokémon TCG Pocket

I am so sick of people conceding during games it is annoying. Everytime I am one point away from winning people will just concede out of nowhere. And what makes it worse is that people will attack youbto get points and just concede when Its my turn. It dosent promote good sportsmanship and is just rude. Thats why I came up with 3 changes Pokémon could make to the in game settings to remove this problem once and for all in order of how well it will work
1: Only be able to concede on your turn not the opponents.
This is in my opinion the best option because I think it would stop the rate of people concede. I think this still gives people the option of being able to concede without letting them attack and leave.
2: Disabled Conceding after a player has 2 points
If the first one isn't a desired option, I think this alternative would work perfectly. It still gives players an option to leave early on, without leaving while the game is at a crucial state.
3: Remove Conceding
I kno people may not like this option, but I think this option should be considered because it begs the question, Why should conceding be added in the first place? You joined the game so you should see the battle through. I think it is a waste of time to the opponents and players if people just left because the match didn't turn out how they wanted.
Also I think there should be a penalty or point deduction for conceding on top of loosing the game. An extra 3 point deduction would be good.
I hope this change is added because when people concede it makes the game non-enjoyable. Thanks for taking the time to read this

"My opponent isn't letting me win correctly."
As someone who played DOTA 2 for many years I can tell you, there is nothing worse than being stuck in a losing game with no way to concede or leave without being penalised. At least Pokémon TCG Pocket games last a few minutes and are not pushing 1 hour or more.
Players should have the ability to concede at any time for any reason. I will not be swayed on that point.
If you would have eventually won the game (or at least, your opponent believes that to be the case), your opponent should be allowed to give you the win and move on to the next game. You get the win, they are not stuck in a losing battle. It is the fairest solution for both players.
There are actually a lot of people on the other side of this argument, who say that refusing to concede is poor sportsmanship. That they are wasting the other player's time dragging out a lost fight. If your solutions were implemented, those players would be quite upset.
I actually think both sides are wrong in this case. In a game where you have no voice or text chat, no visual contact or any way to communicate with your opponent beyond playing the game, you have no way of knowing what they are thinking about the game state and their motives behind their action.
They might concede at a certain point not out of spite, but because only in that moment did they realise that the game was unwinnable. They might refuse to concede what others would call an obviously lost cause not because they want to drag out the loss, but because they have not seen that the game is lost, or perhaps they are hoping to draw some out in their deck you may not know about. Some players may not even be aware that conceding is an option.
So how do we make everyone happy in a world where some people think conceding is robbing your opponent of a "proper" victory, and some think that not conceding the second the game is unwinnable is malicious time wasting?
I say, stop worrying about it. Take "yes" for an answer. Take the W when it is freely given to you. Stop trying to read the mind of your silent, faceless opponent through a smartphone app and focus on playing the game as well and as respectfully as you can. I think you will be a lot happier when you stop manufacturing devious motives for your opponent's concessions in your own head.
