Crown Zenith Kyogre not applying damage correctly

The 180 damage token does not knock out Pokemon when it exceeds the opponent's Pokemon HP. I tried this on the test deck settings before taking it to matches. Urshifu V Max had sustained 490 damage and still was not getting knocked out. Blissey was also unfazed.
