Why is it not a blissey deck?

The current solo battle event is about blissey, but it's clearly a ho-oh deck. Giving it a lightning energy doesn't change that. Anyway this event has been the first one that not only makes little sense but the structure of the deck is way too stacked. It's too much effort to cut through these massive HP pools before their blatantly cheating AI starts sweeping. You don't need to answer me why it isn't a blissey deck, but I would like for whomever made this event to think about their choices.
