Did you attack with it on the previous turn? You can't use that attack twice in a row unless you switch it to the bench and then back into the active. Remember to read cards.

No I hadn't attacked the previous turn. I tested this multiple times and paid attention to the attack. Notice also that the fire energy slot is marked empty.

Here's a non-bugged case where I had previously attacked and couldn't use combustion blast but the fire energy slot is still marked full:

There's a debuff arrow in the first pic, and you also don't have the extra HP from Heat Fire Energy. Your Special Energy aren't working. Was Temple of Sinnoh in play at any point?
