Rotom Dex is Bugged

Hi, I've been trying to use Rotom Dex in my decks, and I have had consistent issues with the card's choice to shuffle. When the Yes/No options pop up, I click Yes, but I still draw the same card the next turn. I have not formally recorded my draws, but it happens with one-ofs in my deck, so it would be very unlikely to happen by chance.

For context, Rotom Dex reads "Look at the top card of your deck. Then, you may shuffle your deck."
