Magikarp is cool. Since it's a gen 1 Pokémon though (meaning it's been a Pokémon since 1996 and is therefore pretty well known), it's not underrated and actually pretty popular.

Okay, Magikarp is known for being terrible. Not sure if infamous is quite the right word here. Now, there are some Pokémon that are simply gone. They're just… gone because no one cares about them.

Magikarp is an enduring meme, like most notable elements of gen 1.
It was the first Pokémon you could buy in the games, it was a water Pokémon you could access before you got a fishing rod, the tedious nature of its training given its lack of any offensive capabilities early level (or any level depending on the game) coupled with the contrasting power of its evolution have made it an icon within the series. Even people who have never played a Pokémon game are likely to have seen it before and will make reference to its uselessness.
Thanks to things like the exp. share and exp. candies it is no longer as tedious to train and evolve, which has somewhat diminished its reputation and the sense of accomplishment one feels when it finally evolves into Gyarados. Where as before one would have to deliberately keep swapping it out of battle to train it, now you just stick a Magikarp in the sixth slot of your party and receive a charity Gyarados after a few battles without ever having used the thing.
This is a problem for Pokémon in general, however, not just Magikarp.
There are also far more Pokémon in newer games that overshadow Gyarados and have utility before level 20.
In short, Magikarp these days is just a relic of an earlier time in the Pokémon series. It no longer has the same place or relevance in the present era.
Of course, people still remember how it used to be and the meme persists, but it cannot retain the reputation it once had when it has largely been replaced and rendered redundant.

- It has too many bones
- It stares from the side
- It's pure vegetable diet means if it chooses to attack it will not stop until the thing is dead
- It is abundant so throwing multiple pokeballs and being an easy catch means you only need 36
- EV training Speed and Attack is the most basic build making it easy to get into competitive
