Adding a pity system to promo packa

I think a pity system should be added to promo I missed out on a copy of 1 card because there was way too many added to the promo pack this time it was so random that I could only get 1 copy of the dusk mane neckrozma very upset about it because I wanted to build a deck around and the event is about to be over I burned all my tokens trying to get promo packs and still couldn’t pull the last pack. And I never see you that promo packs get a return. Why not do a rotation period on promo packs that players can use shop tokens to buy the promo packs. Like each month you put 3 old promo packs up that you can use shop tokens to buy packs and still keep it random
