Burn damage stacking not stacking?

So I've been playing floor is Lava deck in exspand recently and ot seams burn stacking is bugged as I have on my bench at the same time both, Pyroar Ability: Scorching Aura
During Pokémon Checkup, put 4 damage counters on your opponent's Burned Pokémon instead of 2.
And:
Magmortar Ability: Magma Surge
During Pokémon Checkup, put 3 more damage counters on your opponent's Burned Pokémon.
And in steady of the 7 stacks of burn on cheak up I only got 4 which ment I missed a Ko that turn. This has to be a bug right?

Note the wording of Pyroar's ability
During Pokémon Checkup, put 4 damage counters on your opponent's Burned Pokémon instead of 2.
It says put four damage counters, which overrides any other effect, including adding more
