Sometimes unable to play Repel

every so often I am unable to play the new repel card from my hand, and it says the conditions are not met, despite the fact that the opponent has mons on the bench and has not done anything to prevent playing item cards on my turn. The last time it happened i noticed it almost would let me but my finger slipped and it changed to being unplayable. I otherwise have no idea what's going on with it.
