Gengar EX blocks Repel (Item) wrongly

Gengar EX blocks Repel (Item) and I lost my rank match 😭😭😭

P.S. secretly I think that they coded it same as Sabrina (Supporter), hence the wrong block by Gengar EX.

    No it doesn't, Repel only works on active BASIC pokemon
