When Crabominable attacked my Cosmoem (which used stiffen) which was equipped with a rocky helmet, it didn't take the 20 damage.

You omitted to include one very important detail, whether it was Crabominable's first attack for 40 damage that got reduced to 0 due to Cosmoem's Stiffen, or second attack for 80 damage reduced to 30.
In case it was the first variant, then everything works as intended because Rocky Helmet never triggers if Pokémon with that card attached receives 0 damage from opponent's attack due to any effect of damage reduction.
