Why can't friends battle each other in expanded format?

I really can't understand the reasoning behind PTCGL imposing restrictions on friendly battles regarding the format. The fun factor is the most important thing when playing with friends. Just look at the old PTCGO—aside from the mediocre graphics, it outshone PTCGL in every way. Are you even the same team? Constantly making chaotic updates without having a clue what players actually want.
