Sneasel + Red

I found the following behavior while playing with Sneasel and Red.

After using Red, when attacking an ex Pokémon with Sneasel, if both coin flips are tails, the total damage is 0. However, Sneasel’s text says: “Flip 2 coins. This attack does 20 damage for each heads.” Red’s effect says: “During this turn, attacks used by your Pokémon do +20 damage to your opponent's Active Pokémon ex.”

0 + 20 = 20, not 0.

Either this is a bug, or the card texts aren’t clear enough.
