Cannot Retreat multiple Pokémon of same card name

It seems as though rather than each Pokémon only being able to retreat once per turn, the game rules are set such that each name of Pokémon card can only be retreated once per turn.

No, each turn you can only retreat once, period. Using switching effects (Switch, Escape Rope, Bird, Keeper, etc.) doesn't count as retreating, but doing an actual retreat is a strict once-per-turn action.
