I hate it whenever someone puts up a shiny hacked Pokémon and then expects you to give them something good either that or they think you won’t notice

Well hacked Pokemon usually slow your game down. Avoid at all costs.

Well, if they can put it on Home and the GTS, I guess it gets through Game Freak's filters.

I suppose it is unfortunate for the people who don't know any better and trade valuable Pokémon for them, particularly children.

All we can really do is advocate for better filters to stop them appearing on the network, but my main fear would be that GF might go too far in the other direction; accidentally banning player for trading legitimate Pokémon or banning innocent players who inadvertently received hacked Pokémon.

I would rather they be too lenient and let a few guilty parties through than be too strict and unfairly punish the innocent.

I would like to see some evidence for that. Hacked Pokémon usually modify legitimate code for a Pokémon. To affect the game in that way, they would surely have to execute and run their own scripts. Perhaps hackers are doing that, but not through hacked Pokémon.
