Shadow Cyclone energy switch failure

I've noticed that the Hisuian Zoroark V move Shadow Cyclone creates an energy switch but this function doesn't work and you can only wait until the timer runs down and the auto switch of a random energy happens. Also, in Test Deck, since there is no timer, you are basically stuck and have to concede.
