Does anybody know why Cobalions move "Follow Up" seem to fail no matter what?

I have been using Cobalion 126/Silver Tempest and the Follow Up attack fails to pull up any basic energy to attach to benched Pokémon, even though I have basic energy in my deck that I can pull from other cards, is anybody also experiencing this?
