Timeout bug with Pokemon GO Blastoise

My opponent used Blastoise from Pokemon GO set with an ability that allowed him to attach water energy from the top 6 cards of deck. My opponent choose to do nothing and timed out. The timer cycled and cycled without opponent penalty. I conceded to end the game.
