I have this issue where I am getting close to winning the game, and my opponent stops playing. I don't know if they are doing this on purpose, or if they are leaving the game, and it is leaving me with waiting for the timer to run out that says they were inactive for too long.

It's a desync. If it's a Mew player, it's being done intentionally as an exploit for free wins. Fusion Strike Energy is broken, but not banned because the dev team doesn't want to admit they broke it.
