Like does balance make sense? Or is more likely just random numbers say nerf something by 100 percent a year later

Supposedly they base it off how players react and win % of these pokemon.
But it's mostly from tournaments and top like 10% players. But there needs to be a lot more work done with balancing. With that said, there is WAY bigger issues than pokemon balancing that needs to happen first. This game got some major issues already.
