Mewtwo X needs rework

Do you think it would be better if Mega Mewtwo X wasn't affected by Y, like when one is banned or picked, the other is affected?

For me both should be treated as separate Pokemon like the Eevees.

Aside from leaving it in its X form starting at level 5 (but more nerfed) and with other movements that are like "Sett" or "Buzzwole"?
