Regidrago Vstar (swinging sphene) vs safeguard

I had a match against a deck using Mimikyu with the safeguard ability. I used Regidrago Vstar's Apex Dragon attack (copying Alolan Exeggutor EX's Swinging Sphene), I flipped a tail and targeted a benched Mimikyu and it wasn't knocked out. I had thought the safeguard ability didn't stop attack's effects. Is this a bug or is there a ruling I'm unaware of? Thanks.

The mimikyu might have had a mist energy or something else that you weren't aware of, stopping the effects of attacks. That would block Swinging Sphene.

Mist Energy is common in Mimikyu decks, it prevents all effects of attacks used by your opponent’s Pokemon done to the Pokemon this energy is attached to.
