Why does immersive and ex full art rares cost more to convert to special tickets

Normal full arts like snorlax and charmander cost 500 dust to convert to 1 ticket, ex full art cost 1800 and immersives cost 4000 and it makes no sense. Immersives and ex full art should convert to more tickets at the same ratio if you don't want to make it just 500. Also if we already have 2 copies of every flair, let us convert extra copies into flair dust becuase what in the world are we gonna do with 20 extra Sandslash?

immersives and full art ex actually do convert to more tickets full art ex im pretty sure converts to 5 tickets and i know that immersives convert to 12 tickets
