Canceling Cologne issue?

I want to make sure I am not missing something, but I used a Canceling Cologne when a Charmander was the active spot. On the next turn, my opponent used a Rare Candy to evolve to Charizard EX and used the Infernal Reign ability. According to the verbatim on the Canceling Cologne, the ability should have been blocked, did I miss something?

You didn't read all the text. Canceling cologne only shuts down abilities on your turn. If you pass over to your opponent, it's no longer active. They can use abilities freely.
